Well, I'm not entirely sure as to accuracy of how he said it seeing as I currently have no means to verify it, but it goes something like this: Tada no toosu no kamen rider da. Oboetoke. ただの通すの仮面ライダーだ。覚えとけ.

Although that can also be used, it literally translate as "Extreme One Hit". Or you could use: 究極パンチ (Kyuukyoku Panchi!) if your desired effect is to say this out loud while executing it.
