Angel's datafile has been placed in the creators section, details her half-powered form and some additional information.

So the Creators do not know why it's there. I guess that means that some of the Creators are doing this on their own accord.

it's been stated several times the the project in which angel/sedah were made under isnt one of the official projects of the terran project, hence why they are not fully known by Krullnar's group, and those seem to be the guys making the creator DF's.
