They did have refunds before actually.

 

But it was a much harder process to go through, and sometimes just wasn't worth the time and effort into convincing them.

 

Their new system, while pretty basic, should work for MOST normal games. It does hurt people who release games that are less than 2 hours long, and the most importantly, shovelware and piss poor "game" releases.

 

The way Steam was going before this, was allowing people to put up utter garbage on Steam, and have people actually pay for unfinished and almost unplayable "games". It was getting notorious on the internet, and Valve had to do something.

 

And really, it is something they should have done ages ago.
